What time off am I entitled to?
You are entitled to time off for trade union duties on the basis of the number of members in your branch as follows – 4-20 members – 40 minutes a week, 21-40 members- 60 minutes a week, over that 80 minutes a week.
My HT says that, due to a Monday holiday I don't have my normal entitlement to NCCT.
Single day holidays, in service days and similar are simply ignored. Some staff will benefit, some will lose out but over the course of a session things will tend to even out. Trying to keep track of special arrangements, payback or carry over is a recipe for chaos.
This principle also applies in Secondary schools.

Who is responsible for carrying out risk assessments?
The Authority is responsible. In real life it is the school Health and Safety Officer - often the HT in a smaller Primary, or a Depute or Business Manager in a Secondary school. School managers have now had some formal training in risk assessment. Teachers should be involved in terms of consultation and giving feedback but should not be carrying out formal behavioural risk assessments themselves.
There is a form for behavioural risk assessment at the back of policy paper NYP6.
 
A member has asked me a question about pensions which I don't know the answer to.
Phone the EIS Fife office. We may be able to tell you straight away. If not, we will put you on to someone who does know!
 
My members want to have a branch meeting. Some of them are very agitated and feel that our school management are not acting on an issue. I'm uneasy about chairing what could be a difficult meeting.
Contact the EIS Fife  office. As long as you give us adequate notice we will come along to your branch meeting to support you and to advise your members to make sure that they do not place themselves in a situation where they might be in breach of contract. Remember that, as a courtesy, your HT should be informed of your wish to hold a Branch meeting and that representatives of Fife EIS will be attending.
 
My HT is an EIS member and sometimes comes to Branch meetings. We intend to discuss next session's working hours arrangements at the next meeting and if the HT is present this could inhibit debate.
You require to invoke the protocol for the conduct of branch meetings - you can ask for a copy from the Fife office if you do not have one already. This asks that EIS members who hold mangement positions recognise that there are times when it is desirable for them not to attend a meeting to give their staff a chance to talk about things freely. This is good management practice and most HT's recognise it.
They will receive the minutes of the meeting in the normal way.
